Anhui: New ASF Outbreak & Trilateral MOA Meeting In Beijing

Anhui reported their first African Swine Fever outbreak at the end of August, and was one of the most active areas during the first ten days of September, but has been remarkably quiet since then.
Today, Anhui Province is reporting a fresh outbreak, this time at a large pig farm in Qingyang country.
Anhui isn't he only province/territory where ASF has gone quiet after multiple reports in August and September, with outbreaks from former hot spots like Liaoning Province, and Inner Mongolia conspicuously absent for several weeks.

Whether due to a reintroduction of the virus to Anhui, or gaps or delays in surveillance and reporting, today's report is a reminder that ASF is notoriously difficult to eradicate.

    The Information Office of the Ministry of Agriculture and Rural Affairs was released on November 10, and Qingyang County, Anhui Province, detected the African swine fever epidemic.

At 22:00 on November 9, the Ministry of Agriculture and Rural Affairs received a report from the China Animal Disease Prevention and Control Center and was diagnosed by the China Center for Animal Health and Epidemiology (National Center for Animal Disease Research). 


A farm in Qingyang County, Anhui Province, was found in Africa. Pig plague. The farm has 8339 live pigs, with 96 diseases and 47 deaths.

Immediately after the outbreak, the Ministry of Agriculture and Rural Affairs sent a steering group to the local area. The local government has started the emergency response mechanism as required, and adopted measures such as blockade, culling, harmless treatment, disinfection, etc., to treat all the sick and culled pigs harmlessly. At the same time, all pigs and their products are prohibited from being transferred out of the blockade, and pigs are prohibited from being transported into the blockade. At present, the above epidemic has been effectively disposed of.

During the first 10 days of November, ASF was reported in 4 new provinces and/or territories of China (Jiangxi, Fujian, Hubei, and Chongqing), along with making reappearances in three others.
With more than 60 outbreaks reported since early August, burning a   4000 km long north-south swath through the eastern half of China, ASF has make remarkable inroads across Asia in just over 3 months. 
Further spread throughout China - and into neighboring countries - seems inevitable (see FAO: African swine fever (ASF) threatens to spread from China to other Asian countries).

Earlier this week, in China MOA: ASF In Hunan, Jilin & For the 1st Time - Jiangxi & Fujian Provinces, I mentioned that Korean (and Japanese) media were reporting Agricultural Ministers from Japan-China-Korean would meet in Beijing late this week for what they termed `a 3-day African Swine fever joint response meeting'.
Curiously, today China's MOA published a very long report on The Third Conference of Ministers of Agriculture in Japan and South Korea held in Beijing that talks in glowing terms about trilateral cooperation on agricultural issues, but never once directly mentions African Swine Fever.
South Korea's MOA (MAFRA) however, did release the following (translated) statement.

Minister of Agriculture, Forestry, Livestock and Livestock Minister Lee Gyeong-ho attended the 3rd Ministerial Meeting on China, Japan and China held on Saturday, November 10 in Beijing, China. Minister of Agriculture and Rural Affairs of China, Mr. Yoshikawa Takamori, Minister of Agriculture, Forestry and Fisheries of Japan, And adopted a joint declaration.

❍ Minister Lee urged the three countries to cooperate with each other to prevent the spread of the Asian swine fever (ASF) in China. In addition, the three countries agreed to cooperate closely with each other by exchanging views on major agricultural issues facing each country.
Separately, they signed a Memorandum of Cooperation for Expanding Rural Development Cooperation and agreed to cooperate in various ways to share the agriculture and rural development policies between the three countries.
❍ The three countries will hold regular work sessions to strengthen cooperation such as agricultural and rural development experience, agricultural product safety, preservation of rural ecosystem, international workshop in the field of rural cultural exchange, and joint research.
