Taiwan CDC: Updated Statement On Public Health Measures Due To Wuhan Pneumonia Outbreak

While we continue to hear very little out of Mainland China regarding the unidentified pneumonia outbreak in Wuhan, neighboring health authorities (Hong Kong, Macao, and Taiwan) continue to describe both their actions, and their concerns, over the possible spread of this illness.

Earlier today, we saw media reports regarding a possible case reported in Hong Kong.  While Hong Kong's CHP has yet to publish confirmation, Taiwan's CDC reveals details of this case in the following announcement, published in the past couple of hours. 

In response to the pneumonia epidemic in Wuhan, mainland China, the public is urged to take relevant protective measures when going to the area and returning to China

The CDC stated that today (1/2) at the "Infectious Disease Prevention and Consultation Meeting of the Ministry of Health and Welfare-Influenza Prevention and Control Group Lunar New Year's Influenza Response Preparedness Meeting" to discuss the pneumonia epidemic situation in Wuhan, Mainland China, experts suggested that, In addition to the implementation of boarding and quarantine, medical institutions pay attention to the notification of clinically severe pneumonia patients from Wuhan and strengthen notifications, and remind medical staff to strictly implement standard infection protection measures; intrusive medical actions such as intubation and gas cutting should be in accordance with regulations Wear a N95 mask.
The Department of Disease Control explained that the case of a patient with a history of travel in Wuhan and symptoms of upper respiratory tract discomfort admitted to Tuen Mun Hospital in Hong Kong has been confirmed by the Hong Kong Hospital Authority. At present, the disease is stable and isolated, and rapid screening for influenza, SARS and avian influenza is present. negative
In order to prevent cases from moving in from outside China, China has initiated contingency measures for border quarantine in accordance with standard operating procedures, strengthened fever screening for inbound passengers, implemented travel history, occupation, contact history, clustering and other enquiries for suspected cases, health assessment and health care. Teaching and advocacy, and boarding and quarantine for direct flights from Wuhan, Mainland China, and educate passengers about relevant precautions.
The CDA reminded that Chinese people who have recently traveled to mainland China should implement the "5 to 6 no" principle. 5 must be: poultry and eggs should be cooked, hands should be washed with soap, and masks should be used for medical treatment if symptoms occur, and long-term contact with birds Those who need to be vaccinated against influenza, have a balanced diet, and take appropriate exercise; 6 No: do not eat raw poultry eggs or products, do not smuggle and buy meat from unknown poultry, do not contact or feed migratory birds and birds, do not release wild and Randomly discard birds, do not mix breeding birds with other poultry and livestock, do not go to places with no air circulation or crowded people.
Passengers who have fever or flu-like symptoms when entering the country should take the initiative to inform airline personnel and quarantine personnel at airports and ports. People who have recently traveled to Wuhan, Mainland China, should have fever or acute respiratory symptoms within 10 days of returning home. Report the 1922 epidemic prevention line and wear a mask as soon as possible to seek medical treatment. When you seek medical treatment, please inform the TOCC (travel history, occupation, contact history, and whether they are clustered) and other information for physicians to evaluate timely diagnosis and notification, and to obtain comprehensive medical care. Although public updates by Hong Kong's CHP on this outbreak have been noticeably absent today, the agency has sent out letters (see graphic below) to schools, nursing homes, doctors offices, and hospitals alerting them to the threat, and asking for their cooperation.





None of this tells us very much about the outbreak situation in Wuhan, but it does give us a pretty good idea about how seriously China's immediate neighbors view the threat.

 Overnight, Russia's Rospotrebnadzor - the Russian Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing - for the  Amur Region (which borders China) - issued the following statement:

The Administration of Rospotrebnadzor in the Amur Region has strengthened sanitary-quarantine control at the border to prevent the importation of cases of community-acquired pneumonia from the PRC.

In connection with the registration of cases of pneumonia of unknown origin in Wuhan, China, the Department of Rospotrebnadzor in the Amur Region strengthened sanitary-quarantine control at checkpoints across the state border. Preventive work is being carried out with tourists traveling to the People's Republic of China by informing at a checkpoint using a voice notification system and a running line.
In order to ensure the sanitary and epidemiological well-being of the population of the Amur Region, proposals were sent to the Ministry of Health of the Amur Region to increase the alertness of medical workers when treating patients with signs of acute respiratory viral infection, influenza and community-acquired pneumonia. Attention is drawn to the compulsory collection of an epidemiological history and etiological decoding of diseases, to immediately inform the Office of Rospotrebnadzor in the Amur Region in the case of the treatment of such patients who arrived from China.
The Department of Rospotrebnadzor once again reminds tourists about this situation and asks to take this information into account when planning trips .
Daily monitoring of incidence continues. The situation is under the control of the Office of Rospotrebnadzor in the Amur Region.
Despite the concern being registered by China's neighbors, until we can get some better information, we are in watchful waiting mode.
