Japan Reports 2nd HPAI Outbreak In Poultry - South Korea Reports 3rd

#16,317
Izumi City (in Kagoshima Prefecture) on the southern tip of Japan is famous for the yearly arrival and overwintering of thousands of rare Hooded, and White-naped cranes. The International Union for Conservation of Nature (IUCN) lists both species as Vulnerable (one step up from Endangered).
Both species spend their summers in Mongolia, Siberia, or Northwestern China - and of the roughly 10,000 hooded swans in the world - 80% overwinter in Izumi.Hooded cranes, and the nature preserve at Izumi, are regarded (and often referred to as) `National Treasures’ in Japan, which is why in 2010-11 we saw a near panic among officials when 5 Hooded Cranes Tested Positive For H5N1 in Izumi.
As we discussed in Japan’s Bird Flu Dilemma, there are few options open to officials when a potentially deadly virus strikes a rare, and protected species of birds.  Earlier this week, an environmental (water) sampled tested positive for HPAI H5 in Izumi, raising concerns.
Overnight, Kagoshima Prefecture announced Japan's second outbreak of Highly Pathogenic Avian Influenza in a poultry farm this fall. A (translated) excerpt follows:
Pseudo-patients of highly pathogenic avian influenza in Izumi City, Kagoshima Prefecture Confirmation (second case in Japan)
Saturday, November 13, 3rd year of Reiwa
Highly pathogenic bird flu at a poultry farm in Izumi City, Kagoshima Prefecture, on Saturday, November 13, 3rd year of Reiwa.
There was a report that a pseudo-patient of fluenza was confirmed. In response to this report
Strengthen wild bird surveillance by designating a 10km radius around the outbreak farm as a priority area for wild bird surveillance To do.
1. 1. background
November 12 (Friday)
A collection of chickens raised at a poultry farm in Izumi City, Kagoshima Prefecture
Death was seen, and the farm reported to Kagoshima Prefecture. Prefectural livestock defense. As a result of a simple inspection by the epidemic, type A bird flu (*)
I was informed that it turned out to be positive. November 13 (Sat)
As a result of PCR test conducted by the prefecture, it was H5 subtype and high. Confirmed to be a pseudo-patient of pathogenic avian influenza.
* Avian influenza: Highly pathogenic and low pathogenic, wild birds are protected
Have.
2. Future response
  • Wild bird surveillance on Thursday, November 11, 3rd year of Reiwa, in coordination with Kagoshima and Kumamoto prefectures Fields within the Wild Bird Surveillance Priority Area, along with areas designated as Priority Areas Understand the status of virus infection in birds, estimate the source of infection, and further spread the infection
  • Urgent investigation (bird investigation, death) for the purpose of obtaining basic information to prevent We are planning to carry out a survey of dead wild birds, etc.).
  • The national response level for wild bird surveillance is November 11, 3rd year of Reiwa. In addition, it has been raised to the highest level "correspondence level 3", and of wild birds nationwide We will continue to strengthen monitoring.
3. 3. Points to note
(1) Avian influenza virus is a place where there is close contact with infected birds.
It is believed that it does not infect humans, except in the case of humans. In everyday life
If you wash your hands and gargle after touching the excrement of birds, it will be excessive.
You don't have to worry, so not only the surrounding area but also the people
Please act calmly.
(2) If many wild birds are dead in the same place, the nearest prefectural road
Please contact the prefecture or municipal office.

The Central Disaster Management Headquarters for the Highly Pathogenic Avian Influenza (H5 type*) announced on November 13 (Sat.), that the highly pathogenic avian influenza (H5 type*) was confirmed at the Meat Duck Farm (about 37,000) in Naju, Jeonnam.

* The N type will be checked in 1~3 days

** (1st) Chungbuk Eumseong Quail (11.8) and (2nd) Chungbuk Eumseong Yuyong Duck (11.9)

○ In the Central Investigation Headquarters, the quarantine measures were strengthened, such as shortening the inspection cycle from November 1 when highly pathogenic avian influenza occurred in wild birds, and the confirmation was found during the preemptive precision inspection process, like the Eumseong Yuk-yong-ori (2nd, 11.9) in Chungbuk-do, and the quarantine measures were taken quickly.
· The Central Water Management Headquarters has implemented enhanced preventive measures such as preventive killing of farms, control of access to farms, and intensive disinfection.
○ Jeollanam-do issued a temporary suspension order for duck farms in the jurisdiction for 36 hours from 00:00 on November 13 to 12:00 on November 14.

· The Central Investigation Headquarters emphasized, "Since highly pathogenic avian influenza has occurred in poultry farms, farmers and related agencies should do their best to prevent it early."
○ An official of the poultry farm said, "We will refrain from entering migratory birds, reservoirs, small fishing areas, and farmland that may be contacted by viruses, apply quicklime on the entrance to the farm, and carry out the prevention of blocking such as changing boots, hand-washing, and daily cleaning inside and outside the barn."
- It was requested that "If you check whether there is any abnormality such as death or decrease in the scattering rate at the farm, report it to the quarantine authorities immediately."

Although Asia's fall avian flu season has gotten off to a much later start than what we've seen in Europe this year, it is still relatively early - especially for Japan - to be seeing outbreaks in poultry.

It will be of considerable interest to see if Japan and South Korea are seeing the same clades of H5Nx as Europe, or are dealing with a different strain.

Either way, both regions appear in store for a busy avian flu winter.
