South Korea Intensifies Efforts Against Rapidly Spreading H5N6

#12,008

Despite numerous detections of H5N6 in wild and migratory birds, Japan has managed to limit its impact on their poultry industry to just a few farms (see Japan Confirms H5N6 In Aomori & Niigata Poultry Outbreaks - MAFF).

South Korea, on the other hand, continues to struggle with controlling the virus, having culled nearly 10 million birds in the past 30 days. In just the past week (Dec 5th-11th), 58 new farms in 19 cities have tested positive for the virus.

This disparity in outcomes is even more glaring when you consider that nearly 3 years ago (January 2014), South Korea was faced with a similar outbreak of H5N8 - which over the following 100 days required the culling of 14 million birds.

Exactly how the virus is circumventing Korea's much vaunted farm biosecurity measures is under investigation, but some local media are pointing the finger (see Korean Times Editorial) at a distracted central government, which has been embroiled in a Presidential scandal and impeachment over the past few weeks.

Yesterday, South Korea's acting President Hwang Kyo-ahn presided over a meeting of the Avian Influenza Committee, which released the following (translated) report calling for an intensified response against H5N6.

As you will see, the authorities have issued another `stop' order for the transport of poultry, poultry products, personnel, or vehicles for disinfection, which expires on Wednesday.
Farms and other facilities will be inspected, and those found not in compliance will be fined.

Adding a carrot to the stick, the government also promises financial relief to farms that have been damaged by this outbreak.

The government held a meeting on the 12.12 (month) bird flu influenza (AI) ministerial meeting to preside over the presidency of the president. The Ministry of Agriculture, Forestry, Livestock and Livestock Foodstuffs announced that it plans to take prompt follow-up measures on the issues discussed and discussed at the meeting.

1. Expanded AI Protection Center

The Ministry of Agriculture, Forestry and Livestock Food and Livestock plans to expand and reorganize the AI Prevention Headquarters (General Manager: Agriculture, Forestry and Livestock Food Minister) to install additional government support groups within the AI Prevention Headquarters.

We will strengthen the anti-punishment system by dispatching personnel from relevant departments such as safety departments (security check), Ministry of Government Affairs (municipal administration), Ministry of Environment (migratory birds, hunting grounds) and disease management headquarters (prevention of human infection).

2. After the disinfection of the whole country, "Additional orders to suspend the poultry moving temporarily at the national level"
The Ministry of Agriculture and Fisheries will dispose of poultry-related facilities, vehicles, etc. nationwide on December 12 (Mon.) and after 48 hours from 12.13 (Tue) 00 to 12.14 (Wed.) I plan to issue a Standstill command.

Suspension of movement is applicable to 89,000 * registered in KAHIS National Anti-Virus System.

* 89,000 locations including farms (53,000), poultry slaughterhouses (48), feed mills (249), livestock-related vehicles (36,000)

During the suspension period, a central inspection board consisting of the Ministry of Agriculture and Fisheries, the Quarantine Division, the Rural Affairs Office, the Anchor Offices and the Anti-Disaster Support Headquarters is operated (77 units of 154 persons) to check whether the farming and livestock related facilities are properly implemented. We plan to take strong action such as imposition of fines

* In case of violation of the order to suspend temporary movements, he / she shall be punished by imprisonment for up to one year or fines of up to 10 million won in accordance with Article 57 of the Livestock Epidemic Prevention Act.

In the disinfection period (12.12 days) prior to the suspension order, the quarantine headquarters and the municipal government will organize check-ups to check the disinfection status, and to impose penalties *

* In accordance with Article 60 of Livestock Epidemic Prevention Act, a penalty of not more than 10 million won for non-disinfection facilities, and a fine of not more than 3 million yen for non-disinfected inspectors

The issuance of the order to suspend temporary suspension of the nation is intended to prevent the spread of AI in interregional or territorial areas

① sporadic outbreaks in 19 cities during last week (12.5 ~ 12.11)

* If a large number of sporadic outbreaks occur at the livestock pest control council held on 12.6th, the decision to suspend the suspension of pesticides at the national level will be decided by the Minister of Agriculture and Nutrition
* From 12.5 days to 12.11 days, 58 farms in 19 cities were judged to be positive in the outbreak or in the course of the discovery.

② As a result of the epidemiological survey up to now, horizontal propagation between areas outside the prefecture was not confirmed,

- In some areas (Chungbuk province, Jincheon, Gyeonggi-do, Gyeonggi-Pocheon)
- In particular, egg transporting farms such as egg-laying farms are highly exposed to contaminated areas, and the possibility of horizontal spreading to other areas outside the prefecture is very worrisome.

The Ministry of Agriculture and Fisheries will send an SMS to the target farmers and livestock stakeholders for the smooth execution of the temporary suspension order, post the notice, and plan to disseminate the contents of the announcement in advance through the producer network and the NACF.

3. Expansion of on-site disaster prevention support

The Ministry of Agriculture and Fisheries plans to consult with the National Security Agency and the special grant tax to support on-site activities of local governments.

The National Security Agency has provided special grant tax (W5.2 billion) for the municipalities with AI on November 11, 2010, and needs additional support including the non-local governments to prevent the spread of AI

In addition, the Ministry of National Defense and the National Police Agency plan to continue consultation to support the personnel and equipment necessary for the inspection of disaster prevention status, such as disinfection of the site.

4. Livestock supply and demand stabilization and farm support
The agri-food division plans to stabilize the supply of poultry such as eggs, and to promptly support farmers who have damaged their farms.

The Ministry of Agriculture and Forestry will check the supply and demand conditions of major agricultural and livestock products including eggs,

The government plans to support the disposal compensation of 7.5 billion won (11.1 billion won) and the subsidy for stable living (360 million won) within the year.

5. Complement the anti-pollution measures

The Ministry of Agriculture and Fisheries plans to implement measures to improve the system at the same time as implementing countermeasures against on-site disasters so that AI will not occur on an annual basis.

Strengthening site-centered prevention system by expanding livestock pest control function (organization, manpower) of central and local governments

Improvement of forecasting system, enhancement of overseas cooperation on migratory migratory information, improvement of reporting system

Improvement of breeding environment such as modernization of housing facilities, strengthening management of animal husbandry permit system

Development of disinfection technology for winter season, development of AI rapid diagnosis technology, and inspection of drone use prevention status.

6. Current status of AI

Meanwhile, a total of 52 cases were reported on November 12, 2011, and 43 cases were identified as highly pathogenic AI (H5N6) (23 cases of 7 initiations *) and 9 cases are under inspection.

(Cheonan), Chungbuk (Cheonju), Chungnam (Cheonan), Cheonan (Cheonan), Cheonan (Cheonan, Cheonju) ), Jeonbuk 2 (Gimje, Jeongeup), Jeonnam 4 (Naju, Muan, Jangseong, Haenam)
The total number of farms determined to be positive through observation, including incipient farms, was 127
(23 cases, 53%) and laying hens (15 cases, 35%) were mainly occurred in the farms.

* Focus on voice (duck), jincheon (duck), Icheon (laying hens), pocheon (laying hens)

A total of 8,878 shrubs were buried until 12.11.

So far, all AI in Korea have been classified as H5N6 type and 5 types according to internal gene recombination

* It is estimated that migratory birds contaminated with H5N6 type AI virus in China (Guangdong Province) and Hong Kong etc. have been recombined with wild migratory birds in Siberia.

According to the epidemiological survey based on the genotype, propagation between the farms in the area (voice, Jincheon, Pocheon) was confirmed,

The disinfection measures such as vehicle disinfection and poultry movement restriction are considered to have some effect on the horizontal wave shielding.

In addition, the Ministry of Agriculture and Fisheries has urged the livestock farmers, affiliated businesses, and municipalities to make efforts to prevent the AI shutdown and disinfection activities so that the temporary suspension order measures implemented this time will be effective.
