South Korea Intensifies Efforts Against Rapidly Spreading H5N6

Despite numerous detections of H5N6 in wild and migratory birds, Japan has managed to limit its impact on their poultry industry to just a few farms (see Japan Confirms H5N6 In Aomori & Niigata Poultry Outbreaks - MAFF).
 

South Korea, on the other hand, continues to struggle with controlling the virus, having culled nearly 10 million birds in the past 30 days. In just the past week (Dec 5th-11th), 58 new farms in 19 cities have tested positive for the virus. 

This disparity in outcomes is even more glaring when you consider that nearly 3 years ago (January 2014), South Korea was faced with a similar outbreak of H5N8 - which over the following 100 days required the culling of 14 million birds. 

Exactly how the virus is circumventing Korea's much vaunted farm biosecurity measures is under investigation, but some local media are pointing the finger (see Korean Times Editorial) at a distracted central government, which has been embroiled in a Presidential scandal and impeachment over the past few weeks.


Yesterday, South Korea's acting President Hwang Kyo-ahn presided over a meeting of the Avian Influenza Committee, which released the following (translated) report calling for an intensified response against H5N6.

As you will see, the authorities have issued another `stop' order for the transport of poultry, poultry products, personnel, or vehicles for disinfection, which expires on Wednesday. 
Farms and other facilities will be inspected, and those found not in compliance will be fined. 

Adding a carrot to the stick, the government also promises financial relief to farms that have been damaged by this outbreak.

The government held a meeting on the 12.12 (month) bird flu influenza (AI) ministerial meeting to preside over the presidency of the president. The Ministry of Agriculture, Forestry, Livestock and Livestock Foodstuffs announced that it plans to take prompt follow-up measures on the issues discussed and discussed at the meeting.

1. Expanded AI Protection Center

3. Expansion of on-site disaster prevention support


The Ministry of Agriculture and Fisheries plans to consult with the National Security Agency and the special grant tax to support on-site activities of local governments.


The National Security Agency has provided special grant tax (W5.2 billion) for the municipalities with AI on November 11, 2010, and needs additional support including the non-local governments to prevent the spread of AI


In addition, the Ministry of National Defense and the National Police Agency plan to continue consultation to support the personnel and equipment necessary for the inspection of disaster prevention status, such as disinfection of the site.


4. Livestock supply and demand stabilization and farm support
The agri-food division plans to stabilize the supply of poultry such as eggs, and to promptly support farmers who have damaged their farms.


The Ministry of Agriculture and Forestry will check the supply and demand conditions of major agricultural and livestock products including eggs,


The government plans to support the disposal compensation of 7.5 billion won (11.1 billion won) and the subsidy for stable living (360 million won) within the year.


5. Complement the anti-pollution measures


The Ministry of Agriculture and Fisheries plans to implement measures to improve the system at the same time as implementing countermeasures against on-site disasters so that AI will not occur on an annual basis.

6. Current status of AI
