While China's MOA hasn't announced any new outbreaks of ASF since Oct 30th (see China MOA: Shanxi, Hunan & Yunnan Province Report New Outbreaks Of ASF), today they've posted the latest in a series of plans to address the spread of the virus across China. 
Citing a largely unregulated pig transport system, deficits in vehicle disinfection and cleaning  - along with the illegal transport of pigs from ASF affected regions - the MOA has announced their intention to modernize and regulate pig transport across the country. 
Previously China's MOA Issued New Regulations On Commerical Pig Feed and last week cited both feeding pigs swill (kitchen scraps) & Long Range Transport as prime factors in the spread of ASF.

Recently, the Ministry of Agriculture and Rural Affairs issued Announcement No. 79 to request the supervision of pig transport vehicles during the emergency response of African swine fever. 

  • First, for the first time, the requirements for the registration of pig transport vehicles will be clarified, and the conditions and filing procedures for vehicles should be stipulated.  
  • The second is to improve the transportation process requirements of pigs. It is clear that vehicles that transport pigs across regions should be equipped with vehicle positioning and tracking systems. Transporting pigs should meet the corresponding animal epidemic prevention requirements.  
  • The third is to strengthen the regulation of pig transport regulation. It is clear that animal health supervision agencies should strictly check the record of transport vehicles and find that the transport vehicles have not been filed and ordered to make corrections.  
  • The fourth is to clarify that the carrier should perform the animal epidemic prevention obligations for the cleaning and disinfection of transport vehicles.
According to the epidemiological survey results, long-distance transportation of pigs is the main reason for the spread of epidemics across the region. Vehicles that do not meet animal epidemic prevention requirements and unwashed and disinfected vehicles have a high risk of spreading epidemics. 

At the same time, some lawless elements, driven by interests, have illegally transferred pigs from high-risk provinces, and some areas have caused African swine fever.
The promulgation of the announcement will help to block the spread of the virus and prevent the spread of the epidemic across regions. In the next step, the Ministry of Agriculture and Rural Affairs will guide all localities to publicize and announce relevant requirements, and jointly carry out supervision and inspection of pigs and their transportation vehicles in the transportation sector, and promote the implementation of various regulatory measures.
