Affected provinces/cities now include: Hung Yen, Thai Binh, Hai Phong, Ha Nam, Hai Duong, Hanoi, Nam Dinh, Thanh Hoa, Thai Nguyen, Hoa Binh, Ninh Binh, Lang Son, Dien Bien , Son La, Quang Ninh, Bac Kan, Nghe An, and Bac Ninh.
