Despite declining numbers of confirmed cases being reported out of China over the past 3 days, and some `happy talk' that China might be getting their COVID-19 outbreak under control, we continue to see increasingly tough epidemic enforcement measures being announced by Chinese authorities.
Earlier today, in Huanggang City Government Offers 500 Yuan Reward For Fever Patientswe saw an edict that established what amounts to a `bounty' on anyone with a fever, and strict punishment for anyone who doesn't turn themselves in for having a fever or respiratory symptoms. 
Today, the National Health Commision website, we find a remarkable document outlining 15 steps to be taken in Hubei Province - the epicenter of the outbreak - that appears to double-down on the week's long lockdown that province has been under.

Stating that the epidemic has entered the `most challenging critical stage', this 15-part plan further restricts the movement of people and vehicles, shuts down practically all non-essential businesses and public places, and prohibits the use of most private vehicles. 

People who want to purchase any type of OTC cold or flu medicine must fill out forms with full contact information, local communities must increase fever screening, and strict penalties are promised for anyone to tries to evade detection.

There are also several not-so-veiled warnings included for local party members and officials who might be tempted to shirk their duties, cover up local problems, fail to enforce regulations, or (by implication) fail in their efforts to contain this epidemic - that they will be `resolutely and seriously dealt with'.
Failure, at least for local officials, appears to carry a heavy price.
None of this sounds like a province on the verge of getting their epidemic under control.  While lengthy, this entire document is well worth perusing.
